Shimla travel guide for 2026, checked against official sources: where Shimla is and how high, the best time to visit month by month, how to reach by road, toy train and air, the sealed-road rules around the Mall and the Ridge, which area to stay in, the top sights, 2, 3 and 4 day plans, what things cost, and how to combine Shimla with Dharamshala.

Short answer: Shimla, the capital of Himachal Pradesh, sits on a ridge at about 2,200 m, 119 km from Chandigarh (about 3.5 hours by car) and 370 km from Delhi (about 8 hours), according to the Shimla district administration. For most travellers the best months are March to June and October to November; December to February brings Christmas crowds and a chance of snow, and July to September brings landslides. Plan 2 to 3 days for the town and a day more for Kufri, Mashobra or Chail, and stay near the Mall and the Ridge if you want to walk everywhere: private cars cannot drive there without a permit.

We are a Dharamshala-based guide, and many of our guests combine Shimla with Dharamshala and McLeod Ganj on one Himachal trip. This hub covers the basics and links to our detailed pages: places to visit in Shimla, how to reach Shimla, Shimla in December and Shimla to Dharamshala. Facts were checked on 27 October 2026; anything we could not confirm is marked.

Where is Shimla, and how high is it?

Shimla is in the south of Himachal Pradesh, on a ridge in the lower Himalaya, and is the state capital. The town centre is the Ridge, a wide open square at about 2,205 m, with Christ Church at one end and Scandal Point, where the Ridge meets the Mall Road, at the other. Jakhoo Hill, with its temple and 108-foot Hanuman statue, rises about 2.5 km east of the Ridge and is the highest point in town.

Shimla sits on NH-5, which climbs from Parwanoo near Chandigarh through Solan to Shimla, then on through Dhalli to Kufri, Narkanda and Kinnaur. That same road is the winter route to Spiti: see Spiti Valley in winter.

When is the best time to visit Shimla?

March to June and October to November suit most people: dry, mild days and clear views. Incredible India, the Ministry of Tourism site, recommends April to June. Here is the year month by month, with the temperature ranges Incredible India publishes.

MonthTemperature range (°C)What to expect
January-2.0 to 17.5Coldest month; best recent snow odds (first snow came on 23 Jan 2026)
February-0.5 to 18.4Cold; snow possible; Narkanda ski courses run January to March when there is snow
March2.1 to 21.9Cool and clearing; fewer crowds
April6.2 to 26.0Pleasant; season starts
May9.1 to 28.8Peak summer season; Summer Festival in May
June12.1 to 29.0Busiest; book early
July14.5 to 26.2Monsoon: landslides and road and rail disruptions
August14.1 to 25.4Monsoon; the toy train was cut on 30 August 2026
September11.9 to 25.5Rain eases late in the month; track damage in 2025 and 2026
October7.9 to 24.1Clear, crisp, uncrowded; a very good month
November3.9 to 20.8Cold nights, sharp views
December1.1 to 18.5Christmas on the Ridge, Winter Carnival, ice rink; snow not guaranteed

Monsoon caution: in September 2025 the Kalka-Shimla line was shut for five days by landslides (The Tribune, 6 September 2025), and on 30 August 2026 soil washed away near Bridge No. 57 between Koti and Gumman (ThePrint). If you travel in July to September, keep a buffer day and check road and rail status each morning.

Winter: snow in Shimla town is not reliable in December. In three of the last four winters the first snow came in January or February. Our Shimla in December guide has the snow log, Christmas, the carnival and the ice rink; for the whole state, see the best places to visit in Himachal in winter and our live Himachal snowfall tracker.

Can you drive to the Mall Road and the Ridge?

No, not in a private car without a permit. The roads that lead from Cart Road up to the Mall side are sealed or restricted roads under the Shimla Road Users and Pedestrians (Public Safety and Convenience) Act. In April 2026 the Himachal Assembly raised the penalties sharply (ThePrint, PTI, 1 April 2026):

Rule (2026 amendment)Figure reported
Driving on a sealed road without a pass₹15,000 in the bill as passed on 1 April 2026; the Act as notified on 11 May 2026 lists ₹10,000
Driving on a restricted road without a permit₹5,000
Breaking permit conditions₹2,000
Daily permit fee₹1,000 (up from ₹200)

Sealed roads named in the report include the Mall Road, Navbahar to the Ridge, Chhota Shimla to the Mall and the Ridge, IGMC to the Ridge, and the road from the Accountant General’s office to CTO Chowk.

What this means for you: park on or near Cart Road (the district lists a car park near the lift for about 800 vehicles, plus parking at ISBT Tutikandi, Chhota Shimla, Sanjauli and the old bus stand), then walk or take the HPTDC lift from Cart Road up to the Mall. If your hotel is on the Mall side, ask before you arrive whether a car can reach it at all, and where to unload luggage.

What are the top things to do in Shimla?

  1. Walk the Ridge and the Mall Road, from Christ Church (consecrated 1857) to Scandal Point and the Gaiety Theatre (opened 1887).
  2. Tour the Viceregal Lodge (Rashtrapati Niwas, home of the Indian Institute of Advanced Study): guided 30-minute tours, closed Mondays; ₹200 for Indian visitors from 1 March 2026.
  3. Climb or ride up to Jakhoo Temple for the 108-foot Hanuman statue and views.
  4. Shop in Lakkar Bazaar for woodwork.
  5. Ride the Kalka-Shimla toy train, a UNESCO World Heritage line (currently Dharampur to Shimla only; check status).
  6. Day trips to Kufri (about 20 km), Mashobra (about 13 km), Naldehra (about 22 km) and Chail (43 km).

Timings, fees and distances for 18 sights are in our places to visit in Shimla guide.

How many days are enough for Shimla?

Keep to one long drive per day and finish it in daylight.

2 days

DayPlan
1Arrive by midday. Ridge, Christ Church, Scandal Point, Mall Road, Gaiety; sunset on the Ridge
2Morning at the Viceregal Lodge (tours from about 10.30 am); afternoon Jakhoo Temple and Lakkar Bazaar

3 days

Add Kufri and Mashobra on day 3, including the Rashtrapati Niwas estate at Chharabra (closed Mondays and public holidays; book on the President’s Secretariat visit portal). In winter, start early: roads beyond Dhalli are the first to close after snow.

4 days

Add a day trip to Chail (43 km) or Naldehra (22 km), or ride the toy train one way between Shimla and the lower stations if it is running. Then continue to Dharamshala, Manali or, in summer, Kinnaur.

How much does a Shimla trip cost?

We only quote prices we can verify. These are the fixed costs we could confirm on 27 October 2026:

ItemCostSource
Viceregal Lodge guided tour₹200 Indian adults; ₹50 children 6-12; ₹1,000 foreign nationals; gardens only ₹60 / ₹100IIAS, effective 1 March 2026
Viceregal Lodge golf cart (gate to ticket booth)₹10 per person per rideIIAS
Daily permit for a sealed road₹1,000ThePrint (PTI), 1 April 2026
Fine for a sealed road without a pass₹10,000 to ₹15,000 (see above)ThePrint; TeamLease summary of Act 13 of 2026

What we do not quote: room rates (they swing widely by season, and HPTDC runs seasonal discounts), taxi fares, HRTC bus fares, toy train fares and ropeway tickets. Check HPTDC’s booking site for state-run hotels, the HRTC online booking portal for buses, IRCTC for the toy train, and Alliance Air for flights. For a sense of what a hill-station trip costs on the Kangra side, see our Dharamshala trip cost guide.

Ways to keep costs down: travel in March, October or November rather than May, June or New Year; arrive by bus to avoid parking; stay outside the Mall area only if you do not mind taxis.

How do I combine Shimla with Dharamshala?

The road between them is 235 km via Hamirpur (about 7 hours by car, 9 by bus, per the Shimla district administration) or 270 km via Mandi; our Shimla to Dharamshala guide has both routes, stops and bus details. Since 11 May 2026 there has also been an Alliance Air flight between Shimla and Kangra Airport (Gaggal): 50 minutes, five days a week, according to the schedule published by The Tribune. Check that it is still running before you plan around it.

We can arrange the road transfer from Shimla or the airport run in Dharamshala: book a taxi, or our Gaggal airport to McLeod Ganj taxi. For a full loop from Delhi, see the Delhi, Dharamshala and Manali itinerary, and once you are in the Kangra Valley start with our Dharamshala complete travel guide.

Frequently Asked Questions

What is the best time to visit Shimla?

March to June and October to November suit most travellers, with dry, mild days; Incredible India recommends April to June. December to February is cold, with Christmas and New Year crowds and a chance of snow, which in recent winters has been likelier in January. July to September is monsoon, when landslides disrupt roads and the toy train.

How many days are enough for Shimla?

Two days cover the Ridge, Mall Road, Christ Church, the Viceregal Lodge and Jakhoo Temple. Three days let you add Kufri and Mashobra, and four days a trip to Chail or Naldehra. In winter keep a buffer day, because the roads beyond Dhalli close after heavy snow.

Can I drive my car to Mall Road in Shimla?

Not without a permit. The roads from Cart Road up to the Mall, the Ridge and Chhota Shimla are sealed or restricted roads, and in 2026 Himachal raised the fines to ₹5,000 for a restricted road and ₹10,000 to ₹15,000 for a sealed road, depending on the version reported. Park near Cart Road and take the HPTDC lift or walk up.

Where should I stay in Shimla?

Stay near the Mall and the Ridge if you want to walk to the main sights, but expect no car access and steep walks with luggage. Chhota Shimla and Cart Road are easier for arrivals; Kufri and Mashobra are quieter and better for winter snow but need a taxi into town.

Is the Kalka-Shimla toy train running now?

Only partly, as far as we could confirm on 27 October 2026. After track damage near Koti on 30 August 2026, trains restarted between Dharampur and Shimla in early September, with a road transfer from Kalka. We found no report of full Kalka-Shimla running since, so check Indian Railways NTES or IRCTC before you book.

How far is Shimla from Dharamshala?

About 235 km by road via Hamirpur, around 7 hours by car or 9 by bus, according to the Shimla district administration; the route via Mandi is about 270 km. Alliance Air also announced a 50-minute Shimla-Dharamshala flight, five days a week, from 11 May 2026; check it is still operating before you book.

Does it snow in Shimla?

Yes, in most winters, but not reliably in December. Shimla town got its first snow on 8 December 2024, but on 23 January 2026, 1 February 2024 and in January 2023 in other recent winters. Kufri and Narkanda, higher up the road, get snow more often than the town.
